The nominee must serve, live, or work in the American Red Cross of Central and Shenandoah Virginia territory as defined below. The nominated action of the hero must have occurred within the previous 12-18 month period, or be ongoing.

The American Red Cross of Central and Shenandoah Virginia serves the following counties: Albemarle, Augusta, Bath, Buckingham, Culpeper, Fauquier, Fluvanna, Greene, Louisa, Madison, Nelson, Orange, Page, Rappahannock, Rockingham and the towns therein, plus the cities of Charlottesville, Harrisonburg, Staunton, and Waynesboro.
